Your IQOS may be ready for the flight, but Japan treats the device, the tobacco sticks and the places where you use it as three separate questions. The number on the customs page is a duty-free allowance for sticks, not a blanket ban on the device.
Can you bring IQOS to Japan?
Generally, yes, for personal use. Keep the battery-powered device in your cabin bag and follow your operating airline’s rules. For an adult traveller, Japan Customs lists a duty-free allowance of 10 individual packages of heat-not-burn tobacco and gives 200 IQOS sticks as its example. IQOS device vs tobacco sticks: two different customs questions
A personal IQOS device is an electronic item you carry for your own use. Japan Customs says personal effects in a quantity appropriate for personal use, and not for sale, are generally free of duty or tax. Its 10-package tobacco allowance applies to the sticks; it does not mean you may bring ten IQOS devices. Commercial quantities or items for resale receive different treatment. The entry rules for TEREA, SENTIA, HEETS or other tobacco sticks depend on the amount and type of tobacco in your baggage. Do not apply the allowance to nicotine liquids or non-tobacco products simply because they can be used with a heating device. How many IQOS sticks can you bring into Japan duty-free?
Japan Customs states a per-adult allowance of 10 individual packages of heat-not-burn tobacco. For IQOS, its published example is 200 sticks — normally ten packs of 20. Count the contents of unusual packs rather than assuming that every package holds 20. Official allowance table.

Important distinction: a duty-free allowance tells you what qualifies for exemption. It is not, by itself, a statement that the next pack is prohibited. What if you bring more than 10 packs?
Japan Customs requires all arriving passengers to declare their belongings. Its green channel is for travellers with no dutiable items; the red channel is for other passengers. If your sticks exceed the applicable allowance, disclose them rather than treating the duty-free number as an invitation to leave extra packs unreported. Count every tobacco product in your bag
Include sticks bought at duty-free shops. If you have different types of tobacco, the combined equivalent rule applies; do not assume you can claim every full allowance at once.
Declare any dutiable excess
Use the applicable customs declaration and red channel. Japan Customs says simplified rates apply to the amount above the allowance in most cases.
Follow the officer’s assessment
The published simplified rate for IQOS-style tobacco sticks is ¥15 per stick over the allowance in most cases. As an illustration, if an adult’s only tobacco is eleven standard 20-stick packs and the first 200 sticks qualify for exemption, the extra 20 sticks would produce ¥300 at that rate. Where should you pack the IQOS device for a flight to Japan?
Put the battery-powered device in your carry-on bag or personal item, switched off and protected against accidental heating. ANA’s international baggage policy permits personal electronic smoking devices in the cabin and does not permit them in checked baggage. It also prohibits using or charging such devices on its flights. Check the actual operating airline, including any connecting flight, because its policy governs that leg. - Keep the holder, charger or all-in-one device with you, not in a suitcase checked at the gate.
- Protect the controls from unintended activation; do not use or charge the device onboard.
- Count tobacco sticks against the destination’s customs allowance, regardless of where you bought them.

Where can you use IQOS in Japan?
Follow the signs at the specific venue. Indoor smoking is restricted in many facilities. Tokyo’s official guidance explains that eligible venues may have properly signed smoking rooms, including designated rooms for heated-tobacco products; a room’s permission does not extend to the whole building. Outdoor rules can change from one municipality to another. In Shibuya, smoking in public outdoor places is prohibited except at designated smoking areas, and the ward publishes a map of those locations. Do not generalise that exact street rule to every city in Japan. Shibuya City: smoking-area map.
Can you buy TEREA in Japan, and will it fit your IQOS?
IQOS Japan lists both TEREA and SENTIA as tobacco-stick lines for IQOS ILUMA i and IQOS ILUMA. That makes a local purchase an option for travellers with those device families, subject to age checks and what is actually in stock. Use the official IQOS Japan store locator to find retailers. Check the generation before buying. TEREA and SENTIA made for ILUMA are not for older blade-based devices such as IQOS 3 DUO; IQOS warns that inserting ILUMA sticks into an older holder may damage it. How to find a permitted smoking area after landing
Start with the current municipal map rather than a saved blog screenshot. For example, Shibuya City publishes its public smoking-area map; for a retailer, the IQOS Japan store locator is the more relevant tool. Check opening hours and the sign at the actual location before using your device.

A five-minute checklist before departure
- Identify the exact IQOS generation and the stick family printed on your packs.
- Count all tobacco, including airport purchases, and check the current Japan Customs allowance if you carry mixed products.
- Confirm the baggage and no-use rules with every operating airline; move the device into a personal bag if a cabin case is checked at the gate.
- Review the import and transit rules of any other country where you enter or connect.
- Save an official smoking-area map for your first stop and locate a shop if you expect to buy compatible sticks in Japan.

Is 200 IQOS sticks a hard import limit?
It is Japan Customs’ example of the duty-free quantity for an adult. Sticks above the applicable allowance may be subject to declaration and duty, and Customs can assess whether the total remains for personal use. Mixed tobacco types have a separate combined-equivalent rule. Japan Customs.
Can I put my IQOS in checked baggage?
For ANA international flights, personal electronic smoking devices are permitted in the cabin and prohibited in checked baggage; use and charging are also prohibited onboard. Check the operating carrier for your own flight. ANA policy.
Can I use IQOS while walking on the street in Tokyo?
Check the ward, not just the city name. Shibuya prohibits smoking in public outdoor places except designated areas and offers an official map. Rules can differ in another ward or city. Shibuya City.
Will Japanese TEREA sticks work in my old IQOS 3 DUO?
No. IQOS Japan says ILUMA-specific sticks are for IQOS ILUMA i / ILUMA, and using them in older blade-based devices can damage the holder. IQOS Japan.
