Can you bring IQOS to Taiwan if you can already find heated tobacco products there? The answer depends on the exact product and where it came from. Taiwan permits certain approved products, but that does not make an overseas-market IQOS device or a pack of TEREA eligible for entry.
Can you bring IQOS and TEREA to Taiwan?
Do not bring overseas-market heated tobacco products into Taiwan on the assumption that they are allowed for personal use. Taipei Customs warns against bringing heated tobacco purchased abroad. Unapproved heaters are also restricted, even without sticks.
The duty-free allowance is 200 approved heated tobacco sticks for eligible travellers aged 20 or over. Customs identifies approved products purchased at Taiwan’s international-airport duty-free shops as the permitted duty-free route; the allowance does not cover arbitrary foreign versions.

The table distinguishes confirmed restrictions from cases that need individual confirmation. It is not a product-clearance certificate.
What does “approved in Taiwan” actually mean?
Taiwan’s system authorizes specific designated tobacco products and their necessary components. It does not approve every international version sold under a brand name. Articles 7 and 15 of the Tobacco Hazards Prevention Act establish the assessment requirement and the prohibition on unapproved products.
The Health Promotion Administration (HPA) publishes product-identification lists, with separate downloads for the general approved list and duty-free products. The announcement records approvals taking effect in October 2025; the duty-free list is marked as updated on 3 March 2026.
How to check a particular item
- Record the exact item. Note the device model or stick variant, product identifier and country of purchase.
- Consult the appropriate HPA list. The lists distinguish tobacco products from components; duty-free identifiers are published separately.
- Ask Customs if the match is unclear. Send the packaging details and purchase evidence before travelling.
The Ministry of Finance’s July 2026 notice says the approved products discussed there are not sold overseas as identical items. It also explains the required Chinese labelling. A familiar logo, similar flavour name or Chinese text alone is not proof of authorization. That is the practical implication of the official product-specific explanation.
Can you bring TEREA or HEETS bought overseas?
Do not pack overseas-market TEREA or HEETS for entry into Taiwan. An airport receipt, sealed carton or personal-use intention does not establish Taiwanese approval. This applies just as much to a purchase at a foreign duty-free shop as to one from a regular retailer.
Taipei Customs lists overseas-purchased, unapproved designated tobacco products among prohibited tobacco goods. The distinction is authorization, not whether a shop charged tax.
The product must be eligible before any numerical allowance becomes relevant. Keeping an unapproved product below 200 sticks does not make it admissible.

Can you bring only an IQOS device, without tobacco?
An empty heater is not automatically exempt. Taiwan’s June 2026 traveller notice explicitly includes the essential components of unapproved heated tobacco products. Removing the stick does not change the heater’s approval status.
That means “it is only my used electronic device” is not a sufficient basis for bringing an overseas-market IQOS into the country. Taipei Customs also excludes controlled goods from its ordinary used-personal-article exemption.
For an item originally bought through a lawful Taiwanese channel, ask Customs about the exact version and your re-entry circumstances. Keep the receipt and identifying details. Our recommendation for a foreign-market device without confirmed authorization is to leave it at home.
How does Taiwan’s 200-stick allowance work?
The amended passenger baggage regulations took effect on 1 February 2026. Article 11 includes 200 approved designated tobacco sticks as one duty-free option for passengers aged 20 or over.
The tobacco alternatives are 200 cigarettes, 25 cigars, one pound of tobacco, or 200 approved heated tobacco sticks. Do not add a full cigarette allowance to a full heated tobacco allowance.

The 200-stick figure is a tax exemption, not permission to bring any 200 TEREA sticks from abroad. For mixed tobacco quantities or a returning Taiwan purchase, confirm the calculation with Customs.
What if you are only transiting through Taiwan?
A connection that involves entering Taiwan
If your connection requires immigration and customs clearance—for example, to collect and re-check luggage or stay at a landside hotel—treat it as entry into Taiwan. A short stay does not remove import restrictions. The baggage regulations expressly address transit passengers who enter the country.
A connection entirely within the international transit area
We did not find a current official notice granting a blanket IQOS passenger exemption for all airside transfers. Before carrying a device or sticks, obtain itinerary-specific guidance from Taipei Customs and the operating airline.
Provide your flights, whether you will cross immigration, whether bags are checked through, and the exact products. Also ask what happens if a disruption forces you to enter Taiwan. Do not rely on another traveller’s successful connection as permission.
Cabin baggage rules are a separate check
EVA Air’s baggage rules require heated tobacco devices in cabin baggage rather than checked luggage and prohibit their use during the flight. Meeting that transport rule does not establish permission to enter Taiwan. See our heated tobacco travel FAQ for the wider packing checklist.
What happens if you bring an unapproved product?
Kaohsiung Customs’ April 2026 enforcement notice states that travellers illegally bringing in unapproved heated tobacco can face fines of NT$50,000 to NT$5,000,000. It reports seizures involving both sticks and heating devices.
That is the published range, not a fixed fine for every case. Customs may seize the goods and refer the case for enforcement. Do not confuse an unlawful product with an approved product that simply exceeds its duty-free quantity.
Paying tax can address excess quantities of eligible goods. It does not replace product approval, and declaring an unapproved item does not guarantee that a penalty will be waived.
If you discover it in your bag
Before departure, remove the item if its admissibility has not been confirmed. If you are already arriving in Taiwan, contact Customs before using the green channel and follow their instructions. The red-channel guidance specifically tells passengers who are unsure to seek customs clearance through that channel.
Do not assume that temporary storage, return shipment or disposal is automatically available for your case. Taipei Customs lists +886-3-398-2293 for passenger clearance questions; provide accurate product details.
Can approved IQOS products be used in Taiwan?
Product approval does not remove smoking restrictions. The Tobacco Hazards Prevention Act prohibits use of unapproved designated tobacco products, sets a minimum smoking age of 20, and restricts smoking in locations including public transport and many indoor public premises.
For an approved product, follow the venue’s rules and designated-area signs. The fact that a device heats tobacco rather than burning it does not make a no-smoking area available for use.
Before you fly: five checks
- Route: confirm whether you will enter Taiwan or remain entirely airside.
- Product: identify the exact heater and sticks, not only the brand.
- Source: separate overseas purchases from approved Taiwanese products.
- Permission: resolve any approval or re-entry uncertainty with Customs before packing.
- Quantity and carriage: only after eligibility is established, check the allowance and operating airline’s baggage rules.

Final verdict: check approval before the allowance
For a visitor with an overseas-market IQOS device and TEREA, our recommendation is to leave them at home. Local sales and the 200-stick allowance are not evidence that your version can cross the border.
Verify any approved Taiwanese product or re-entry case individually. For transit, settle the itinerary with Customs and the airline before travel.
Frequently asked questions
Is IQOS completely banned in Taiwan?
No blanket statement covers every version. Taiwan has an approval system for specific heated tobacco products and components. However, that does not authorize overseas-market versions. Check the HPA product lists and the entry rules for your item.
Can I bring Japanese TEREA to Taiwan?
Do not bring Japanese-market TEREA on the assumption that Taiwan’s allowance covers it. The overseas-product warning concerns product eligibility, so a foreign purchase is not made acceptable by carrying fewer sticks.
Does “200 sticks duty-free” mean 200 cigarettes plus 200 TEREA?
No. These are alternative tobacco allowances, and the heated tobacco option applies only to approved products. See Article 11 of the passenger baggage regulations.
Can I carry one used IQOS device with no sticks?
There is no automatic exemption simply because it is used or empty. The restriction includes unapproved essential components. Confirm the exact device with Customs; otherwise, leave it out of your luggage.
Can I bring more than 200 approved sticks if I declare them?
The Customs passenger rules provide for taxation of eligible quantities above the duty-free allowance, within the ordinary 1,000-stick limit. This does not permit importing unapproved overseas products.
Is a Taipei airside transfer automatically exempt?
Do not assume so. We have not established a current blanket IQOS exemption from the sources reviewed. Confirm your products and transfer with Customs and the operating airline, especially if baggage collection or a disruption could require entry.
Planning a trip with several stops?
Check every destination separately. Permission at one border does not carry over to the next.
