IQOS in Thailand: Heat-Not-Burn Rules for Travellers

If you are planning to take IQOS to Thailand, leave it at home. The practical question is whether you may bring in and keep the device, even when you have no intention of using it in public.

This guide covers IQOS and other heat-not-burn devices, TEREA and HEETS sticks, airline baggage policies and airport connections. The distinctions matter: a tobacco allowance or an airline’s carry-on rule is not permission to import a prohibited product.

Do not bring an IQOS device to Thailand. The UK’s FCDO explicitly says possession or use of heat-not-burn devices is illegal, with no tourist or personal-use exception. [1]

Our packing recommendation is to leave the sticks behind too. Do not assume a small quantity, sealed packaging or a duty-free receipt creates an exemption.

Does the ban cover IQOS, or only liquid vapes?

Do not rely on that distinction when planning a Thailand trip. A description of how a product works does not establish its legal treatment at the border.

Thai rules use broad product definitions. The 2014 import notification describes an electrically powered device producing inhalable vapour similar to cigarette smoke. Its import prohibition also addresses substances brought in with the covered devices. The unofficial English translation is linked below so readers can see the scope rather than infer it from a brand name. [2]

The separate 2024 product-safety decree replaced the earlier sales order and broadened the definitions of covered devices and substances. It regulates manufacture for sale, sale and services; it should not be presented as the sole legal basis for every traveller’s possession case. [3]

Can you bring TEREA or HEETS to Thailand?

Our recommendation is to leave both at home. The heated-tobacco legal review treats tobacco inserts as part of the prohibited HTP market, not as an automatically permitted substitute for cigarettes. [7]

There is also evidence of enforcement involving IQOS consumables: a Thai government report of a Customs briefing on 18 February 2026 includes a seizure involving IQOS sticks. This was a commercial enforcement operation, not evidence of the penalty that a tourist with a few packs would receive. [9]

Why the 200-cigarette allowance does not settle the question

Thai Customs lists an allowance of up to 200 cigarettes or 250 grams of tobacco, or 250 grams of all types combined. Its passenger guidance also excludes prohibited and restricted goods from the green-channel exemption. [4]

Those are conditions for duty-free treatment. They do not establish that 200 heated-tobacco sticks may enter Thailand. A product must first be eligible for import before the quantity allowance can answer the tax question.

Why airline permission does not mean IQOS is allowed in Thailand

Thai Airways provides a useful example. In its dangerous-goods table, the e-cigarette category is permitted in carry-on baggage and prohibited in checked baggage. In the same entry, the airline says vaporizers and related products are illegal to bring into Thailand. [6]

The two statements address different decisions: whether a battery-powered item can be transported safely, and whether the destination permits it to enter. Passing departure security does not resolve the second question.

Moving the device to your cabin bag is not a solution to Thailand’s import restriction. Nor does switching it off, removing the stick or keeping the original packaging establish an exemption.

What if you are only transiting through Bangkok?

Do not assume an international connection gives you a blanket exemption. We did not establish a published official passenger exception allowing IQOS during every airside transfer.

Section 244 of Thailand’s Customs Act expressly includes transit and transshipment when describing avoidance of product restrictions or prohibitions. That does not, by itself, decide the treatment of every passenger’s cabin bag; it does mean that “I am only transiting” is not a sufficient legal explanation. [5]

Check what your connection actually involves

  • International transfer without entry: ask Thai Customs and your operating airline about the exact airport, flights and product.
  • Collecting and rechecking baggage: confirm whether the transfer requires immigration and customs clearance.
  • Changing airports, staying outside the terminal or connecting to a domestic flight: check the entry requirements for that itinerary; do not describe it as an airside-only connection.

Send the model name, stick brand, quantities and itinerary with your enquiry. For a trip you can plan without carrying these products, leaving them at home removes this unresolved part of the journey.

What are the penalties for IQOS in Thailand?

There is no reliable single “IQOS fine” that applies to every case. FCDO warns of confiscation, fines, detention and court proceedings; a traveller may need to remain in Thailand while a case is resolved. [1]

These are statutory ceilings for specified offences, not a prediction of a tourist’s sentence.

A legal maximum is not an automatic outcome for carrying one device. Equally, a report that someone paid a small fine does not cap the consequences in a different case. The applicable offence and facts matter; seek a Thai lawyer’s advice if you are facing enforcement.

What should you do if you have already packed IQOS?

Before leaving for Thailand

Remove the device and sticks from your luggage. Check the pockets and pouches you usually use for travel. The Royal Thai Embassy’s guidance tells visitors not to bring electronic smoking devices or associated items. [8]

If you discover it at the airport or are already in Thailand

Do not use the device. Ask the relevant customs authority for instructions for your situation. If an officer has opened a case, contact your embassy or consulate and a qualified local lawyer. Do not assume that declaring an item guarantees permission to keep it or immunity from a penalty.

If someone offers to sell you a device or sticks locally

A visible listing or a seller’s reassurance is not proof of lawful sale or possession. Thai Customs’ 2025 annual report describes continuing enforcement at entry points, during distribution and at retail outlets. The 2024 decree also maintains prohibitions on the covered commercial activities. [10] [3]

For official enquiries, start with the Thai Customs Department and identify the airport or border crossing relevant to your trip.

  • Check every country on your route. Include any stop where you must collect baggage or clear immigration.
  • Leave the IQOS kit and sticks out of your Thailand luggage. Inspect your everyday carry bag as well as your suitcase.
  • Keep the latest official advice accessible. Save the relevant customs and embassy pages before departure.
  • Prepare your arrival essentials. Save your accommodation address, transport booking and emergency contacts offline.
