An IQOS that was fine to carry on the flight can still be prohibited at the Hong Kong border. The key question is whether you are entering Hong Kong or staying in the airport for a connection without passing immigration.
Can you bring IQOS into Hong Kong?
No, if you are entering Hong Kong. Its ban on importing alternative smoking products covers heated-tobacco devices and heat sticks such as TEREA and HEETS, including a single item for personal use. An international passenger who remains at Hong Kong International Airport without passing immigration control falls within a specific transit exemption. Since 30 April 2026, the separate public-place possession ban covers heat sticks; the law also exempts qualifying airport transit passengers from that provision.

These are different legal questions. “Airside transit” here means arriving at Hong Kong International Airport from overseas and never passing immigration control. A baggage collection or transfer that requires immigration does not meet that condition.

Entering Hong Kong with IQOS, TEREA or HEETS
Do not pack them for a visit to Hong Kong. The import ban applies to an IQOS device as well as compatible sticks. Customs lists devices, components, accessories and suitable substances within its explanation of alternative smoking products. The Health Department says there is no personal-use exception or permitted small amount for incoming travellers. Hong Kong lists up to 100 heat sticks when describing fixed penalties for public possession of small, non-commercial quantities. It does not permit a traveller to import 100 sticks—or one stick. The import offence has much more serious potential consequences than a routine baggage-limit issue: the Health Department lists a maximum on summary conviction of HK$500,000 and two years’ imprisonment, with higher maxima on indictment. These are statutory maximums, not an automatic penalty for every traveller. Official penalty table.
What if Hong Kong is only your airport connection?
Hong Kong Customs exempts alternative smoking products carried by a passenger who arrives at Hong Kong International Airport in transit and does not pass immigration control. Section 15DAB(3) of the smoking ordinance also exempts that passenger from the 2026 public-place possession offence for specified products. Check the physical transfer, not just the itinerary. If your connection requires you to clear immigration—to collect and recheck a bag, change airports, leave the terminal or deal with a disrupted booking—the no-immigration condition is no longer met. Ask the operating airlines whether baggage stays checked through and whether the transfer can be completed without entering Hong Kong. Smoking or carrying an activated alternative smoking product in a statutory no-smoking area remains prohibited. The airport’s general map of designated smoking areas does not itself confirm that IQOS use is permitted for a particular transit passenger. Can you carry or use IQOS in a public place?
Since 30 April 2026, Hong Kong has prohibited possession of specified alternative smoking products in public places. For IQOS users, the practical example is heat sticks. The rule does not turn every switched-off device into a prohibited specified substance; the separate import ban still covers the hardware when entering Hong Kong. Use brings an additional problem. A person smoking or carrying an activated alternative smoking product is presumed to possess a specified product. Hong Kong’s no-smoking-area rules can apply as well, so an incident in such an area may lead to separate offences. Qualifying no-immigration transit passengers have a statutory exemption from the specified-product possession offence, but not a blanket exemption from no-smoking-area restrictions. For non-commercial possession of up to 100 heat sticks in public, the official schedule describes a HK$3,000 fixed penalty; larger quantities are handled through prosecution with higher maximum penalties. Again, 100 is not a legal travel allowance. Official penalty table.
Before travelling through Hong Kong: three checks
Decide whether you will pass immigration
If Hong Kong is your destination—or a connection that requires entry—leave the device and sticks out of your luggage. A personal-use pack does not qualify for an import allowance.
Verify the transfer with the operating airline
Confirm baggage handling, transfer security and whether you can remain in transit without immigration. Check that airline’s own policy for battery-powered heated-tobacco devices; flight carriage is distinct from Hong Kong law.
Check the official rule again before departure
Read the current Customs import and transit page and Health Department rules. For a complicated connection, obtain route-specific guidance from the airline and Hong Kong authorities before you fly.
Final verdict
Should you travel to Hong Kong with IQOS?
If you are entering Hong Kong, leave the IQOS device and heat sticks behind. The import ban covers both, with no personal-use quantity exception. If you are making a genuine airside connection without immigration, the law provides specific import and public-possession exemptions, but you still need to verify your transfer and comply with no-smoking-area and airline rules. The decisive detail is whether you actually pass immigration—not whether your stay is short.
Frequently asked questions
Can I bring one pack of TEREA or HEETS into Hong Kong?
No. The import ban has no small-quantity or personal-use exemption for incoming travellers. The “100 heat sticks” figure concerns how certain public-possession offences are penalised; it does not allow importation. Official FAQ C6 and C10.
What if I carry only the IQOS device, with no sticks?
A heated-tobacco device itself is an alternative smoking product under the import rules, so leaving the sticks at home does not make the device legal to bring through immigration. Can I keep IQOS and TEREA during an airside transfer?
The import exemption applies if you arrive at Hong Kong International Airport from outside Hong Kong and do not pass immigration. The statute also exempts that traveller from the specified-product public-possession offence. Can I use IQOS in an airport smoking area?
Do not treat a designated smoking area as automatic permission to use IQOS. No-smoking-area restrictions still apply, and the airport’s area listing does not give product-specific clearance. Can I declare IQOS or pay duty instead?
Declaring an item or paying ordinary tobacco duty does not turn a prohibited alternative smoking product into a permitted import. Hong Kong’s health authority says there is no traveller quantity exemption for the import ban. Official FAQ C5–C10.
